Deputy Secretary of the District of Columbia

The Deputy Secretary of the District is located in the Office of the Secretary,  Office of the Senior Advisor. The incumbent provides strategic planning, direction and management control of staff activities in order to meet the organizational goals and objectives. Responsibilities require the incumbent to deal with the complex day-to-day operations carried out by the staff of the Office of the Secretary. The incumbent is also responsible for developing, coordinating, directing and administering the offices budget and personnel efforts. 

 

MAJOR DUTIES AND RESPONSIBILITIES: 

  • Reviews studies, reports, recommendations, etc. concerning policy, regulatory, budgetary, legislative, administrative, and operational matters for completeness, budgetary and political implications, need for clearances and necessary supporting data. 
  • Maintains budget and fiscal accounting services of the Office of the Secretary. 
  • Assist the Secretary in the coordination of the DC Emancipation Day, Martin Luther King Jr. Observance, Cherry Blossom Festival, Presidential Inauguration and similar activities.
  • Consults with and keeps the Mayor informed directly on particular aspects.
  • Represent the Secretary at ceremonial events as necessary. Attends meetings, makes speeches, and presents awards, both of civic and governmental nature on behalf of the Secretary. 
  • Coordinates efforts and assignments in achieving the agency's long and short-range goals and objectives.
  • Conducts daily planning, scheduling, monitoring of ongoing projects. Directs day to day management of operations within the agency. 
  • Manages assignments and directs job performance activities of all staff.
  • Exercises the full range of managerial responsibilities including managing, planning, and directing work activities of the office; distributing assignments and reviewing work; and conducting employee performance evaluations. 
  • Performs a variety of advisory duties. As appropriate, holds meetings on behalf of the Secretary to direct assignments and carry out special projects. Reviews, analyzes and advises the Secretary and directs reports on daily operations; coordinates agency meetings and preparation for Council hearings. 
  • Prepares reports and briefings to assist the Secretary and directs reports in the preparation for meetings outside the agency by ensuring that the appropriate information has been gathered and reviewed for their use; coordinates the staff work in preparation for the Secretary and Council members, members of political and business organizations, and citizen groups. 
  • Reviews major staff communications to the Secretary to assure coordinated presentations; makes recommendations to the Secretary for further action concerning change in policies, programs, procedures, and staffing of agency components; keeps the Secretary informed of work pending and the rate of progress on major assignments. 
  • Performs other related duties as assigned. 

 

REQUIRED SKILLS AND BACKGROUND

  • Mastery of the Mayor's policies, D.C. Administrative Procedure Act (P.L. 90-614), and other statutory requirements. Mastery of advanced office procedures and administrative principals, practices, systems, methods and techniques.
  • Experience and knowledge of of local, regional and international impact and visibility of the District of Columbia.
  • Extensive knowledge of the operations of the Executive Office of the Mayor. Extensive knowledge of the scope of legal responsibility of D.C. Government agencies to allow incumbent to determine which agency is responsible for drafting and preparation of administrative regulations and notes. 
  • Mastery of and skill in planning and organizing work in situations where numerous diverse demands are involved. Mastery of and skill in problem-solving, negotiation strategies and project management to conduct in-depth research and analysis; and mastery of management principles, procedures and techniques of analysis and evaluation. 
  • Mastery of customer services theory and practices and business processes redesign practices. Ability to implement customer service oriented principles, measures, and improvement strategies. Mastery of and skill in applying a wide range of business process reengineering concepts. 
  • Demonstrated skills and experience in providing leadership in a managerial/supervisory capacity and in providing leadership in a team-based environment; and the ability to set appropriate work standards and to hold people accountable for their performance. 
  • Superior oral and writing communication skills to prepare reports and presentations, proposals, etc., advise on issues; to articulate instructions and directives; and to communicate information and decisions with all interested parties.
  • Superior presentation skills and ability to connect with diverse constituencies. Ability to, well, represent the Secretary of the District of Columbia to the community and outside organizations. 
  • A graduate degree or equivalent experience in public administration, political science, urban studies, international affairs or similar area is desirable. 

Domicile requirement

There is a legal requirement that each new appointee to the Excepted Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
