MAYOR’S OFFICE OF LEGAL COUNSEL

SALARY RANGE/GRADE:    Excepted Service Grade 10 ($119,406 - $170,405)

 

INTRODUCTION

This position is located in the Mayor’s Office of Legal Counsel (MOLC).  The mission of the MOLC is to provide legal advice and counsel to the Mayor and District of Columbia government agencies, with particular emphasis on working with agency General Counsel and the attorneys working on their staffs.  The MOLC acts as the primary legal counsel to the Mayor, all Deputy Mayors, and District government agencies and serves as the Mayor’s primary point of contact with the Office of the Attorney General for the District of Columbia.  The purpose of this position is to support the Director of the MOLC in providing overall leadership, direction, and coordination of the MOLC; providing legal and policy advice to the Mayor and the subordinate Executive agencies; and resolving interagency legal issues for the Mayor.

 

 

MAJOR DUTIES AND RESPONSIBILITIES

  • Serves as principal advisor to the Director, assisting him/her in determining District-wide goals for the office, and develops long and short range plans to attain these goals.  Determines the resources needed, allocating these resources to meet operational need.
  • Takes a lead role in developing and coordinating the legal advice and counsel provided by the MOLC.
  • Participates in the hiring, compensation, training, and resolution of significant personnel-related issues for subordinate agency counsel, in conjunction with agency directors. May supervise outside counsel in matters where the Office of the Attorney General is recused from a matter or is otherwise unavailable.
  • Delegates authority to subordinates and holds them accountable for the quantity and quality of their assignments.  Exercises the full range of managerial responsibilities, including developing, planning, and managing work activities; furnishing overall assignments; evaluating staff’s work performance; and reviewing the work of subordinate employees.
  • Assists the Director with designing and implementing legal strategies.  Participates in the development of legislation and legislative strategies. Recommends appropriate action based on the analysis of these strategies.
  • Reviews various legal documents and relevant case law to determine whether execution of proposed actions is consistent with law and in the best interests of the District of Columbia. Prepares written statements or other memorializations of the advice provided.
  • Reviews and evaluates all significant legal and policy initiatives.  Reviews records of hearings, briefs filed, exceptions taken, rulings made, tentative decisions, reports of findings of fact and conclusions of law.
  • Performs a variety of special assignments from the Director in connection with the implementation of the policy initiatives and responsibilities.
  • Performs other related duties as assigned by the Director.

 

OTHER SIGNIFICANT FACTS

  • Demonstrated expertise in the concepts, laws, theories, principles, practices and techniques of legal proceedings sufficient to represent the District government.  Demonstrated expertise in interpreting and applying laws, regulations, and practices, including agency policies and relevant judicial decisions. Demonstrated skill in using legal research tools and the ability to conduct complex legal research and analysis.
  • Demonstrated skill in project management, problem-solving, negotiation strategies, and in-depth research and analysis. Highly skilled in negotiating and building coalitions of diverse stakeholders.  
  • Demonstrated command of management principles, procedures, and techniques of analysis and evaluation. Experience with qualitative and quantitative analytic methods and techniques for analyzing data and identifying and isolating controlling legal issues within complex factual situations.
  • Demonstrated skill in providing leadership in a supervisory capacity and in a team-based environment. Demonstrated skill in securing the support and cooperation of subordinate staff and District government agency directors. 
  • Superior communication skills sufficient to meet and consult with agency heads and representatives, and other senior leaders in various settings. Ability to write extensive reports, emails, memoranda, and other documents clearly, concisely, and in a timely fashion, with no or minimal editing required.
  • Experience with customer services theory and practices and business processes and practices.
  • Demonstrated ability to establish and maintain relationships with internal and external customers, collaborative organizations, government agencies, and other relevant entities.
  • Some preference will be given to candidates with demonstrated expertise in criminal investigations, prosecution and/or defense.

 

SPECIAL REQUIREMENTS Candidates not meeting each of the below requirements will be disqualified from consideration.

  • Education and Experience:  Juris Doctorate (JD) degree from an accredited law school, plus a minimum of seven (7) years of experience practicing law.
  • Must be a member of the District of Columbia Bar, and in good standing; or a member of the bar of another state, in good standing to practice in such state and must obtain admission to the District of Columbia Bar no later than 360 days after the date of appointment.
  • Must have documented supervisory experience - including managing, coaching and directing a legal team.

 

DOMICILE REQUIREMENT:

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
