Grants Monitor - Mayor's Office on Latino Affairs

This position is located in the Executive Office of the Mayor, Office on Latino Affairs (OLA). The mission of aLA is to ensure that the Latino community has full access to quality health, education, employment, and social services in the District of Columbia. This position functions as Grants Monitor, responsible for monitor the implementation of grants and contracts, ensuring that the policies and regulations of the agency are adhered to in accordance with those outlined for the District ofColumbia.

 

MAJOR DUTIES AND RESPONSIBILITIES

  • Maintains, revises and updates grant rules, regulations, Requests for Applications (RFAs), Intra­-district Memorandum of Understanding (MOU) and grant agreements.
  • Ensures that programs are implemented both internally and externally by sub-recipient agencies consistent with appropriate OLA directives, official District government grant management policies and procedures, and grant teRMs and conditions.
  • Communicates with applicants and grantees, and ensures a fair and equitable grant review process according to the terms set forth in the Request for Application (RF A) and the rules of the District of Columbia.
  • Handles funding inquiries, ensures potential grant applicants understand eligibility requirements and the granting rules, regulations and conditions of the District of Columbia.
  • Establishes grant agreements with community-based organizations following proper District government granting procedures, while also responsible for monitoring services and related activities funded by OLA. Ensures the proper management of OLA grant-funded programs, proper expenditure of grant funds, and minimization of grantee administrative overhead.
  • Participates in the development and implementation monitoring instruments for oversight of grants awarded by the Office on Latino Affairs to ensure compliance with the DC Government and OLA's grant rules and regulations.
  • Conducts periodic site visits to ensure that applicants or grantees have the required infrastructure components (insurance, personnel system, accounting system, licensures, certifications, etc.) in place to administer a grant, that a system is in place to ensure only eligible clients are served, that a system is in place to monitor adherence to established time lines, and evaluate performance.
  • Maintains grants management planning tools, such as automated databases, reporting requirements, and review/evaluation techniques. Recommends changes to enhance program effectiveness.
  • Provides for the security of information, personnel, and physical agency assets under his/her control or influence.
  • Ensures the security and privacy of personal information, as required by laws and regulations.
  • Sets up and maintains grantee files, ensuring that files contain all required documentation and third party verifications for eligibility determination.
  • Performs other related duties as assigned.

 

DOMICILE REQUIREMENT

There is a legal requirement that each new appointee to the Excepted Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
