The Bowser Administration is seeking a Budget Director to lead the Office of Budget and Finance (OBF). The OBF reports to the Mayor through the City Administrator’s Office in Washington, DC.  

Washington, DC is proud to have had balanced budgets for the past 22 years and an excellent program of budget and financial management, with clean audits and excellent credit ratings.  The Budget Director will help ensure resources are targeted to programs that improve the lives of District residents. 

Under the leadership of the Budget Director, OBF prepares the proposed annual operating and capital budgets and advises the Mayor and the City Administrator on financial and policy issues. 

 

THE OFFICE OF BUDGET AND FINANCE:

  • Prepares and administers the $7.6 billion local funds and $13.9 billion total funds budget that advances District priorities including funding public education, providing safe communities, ending chronic homelessness, advancing infrastructure priorities, and delivering services for residents;
  • Prepares and administers the $6.7 billion 6-year capital budget and improvements plan that advances District priorities including funding for school modernization, transportation infrastructure, and libraries and recreational facilities;
  • Implements initiatives to increase transparency in the budget process, including new opportunities for public involvement before the budget is proposed; and
  • Collaborates with the Office of Performance Management, Office of the City Administrator analysts, Office of the Chief Financial Officer staff, and agency directors and staff to ensure that District resources are used as efficiently as possible, and that programs deliver results for residents.

DUTIES AND RESPONSIBILITIES: 

  • The Budget Director is the responsible for overseeing OBF and leading the development, management, and execution of the District of Columbia’s budget.
  • Serves as a principal financial advisor to the Mayor and the City Administrator on budget formulation, justification and execution, accounting, and financial management;Leads the development and implementation of the District’s operating and capital budgets;
  • Collaborates with the Office of the Chief Financial Officer, agency directors, and others on the development implementation of the budget, including initiatives of the Mayor to improve government and the services that the government provides to residents;
  • Provides long-range analysis of the potential effects of budgetary actions on economic, social, and other objectives;
  • Collaborates with internal and external stakeholders to improve budget development and management, and to ensure that District resources are expended appropriately;
  • Provides authoritative interpretations of Congressional legislation, and District policies and precedents;
  • Develops proposed legislative language in support of new or revised program and budgetary requirements.
  • Plans, organizes, administers, directs and controls the work of professional staff;
  • Provides for the selection, training, professional development and work evaluation of staff, and makes recommendations on hiring, termination, promotion and discipline as required.
  • Studies and reviews reports which affect government operations for purposes of summarizing and analyzing the subject matter of the report for the information of the Mayor, and prepares comments and recommendations for the City Administrator and the Mayor;
  • Upon assignment from the Mayor and the City Administrator, serves as representative and liaison officer for the Department by attending meetings and conferences held between offices of the Department or by other District agencies. 
  • Participates in the development and implementation of standard operating procedures and guidelines regarding the mission of the Mayor and the Office of the City Administrator.
  • Performs other related duties as assigned.

 

QUALIFICATIONS AND REQUIREMENTS:

  • Master’s degree in Public Administration, Business, Finance or Economics is preferred;
  • At least ten (10) years of experience with budget and finance at a senior level;
  • Ability to collaborate within the Mayor’s Office and the Office of the City Administrator and between agencies of the District government to evaluate and improve programs;
  • Proven ability  to manage the development of budgets and spending plans;
  • Desire to improve the operations of the District government and improve the lives of District residents;
  • Experience solving problems and achieving results; and
  • In addition to the requirements above, ideal candidates will demonstrate a sense of initiative, attention to detail, self-discipline, autonomy, persistence, creativity, and efficiency. 

 

DOMICILE REQUIREMENT:

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
