POSITION:  Community Outreach Specialist -- Mayor's Office on African Affairs (MOAA)

SALARY RANGE/GRADE:    Excepted Service ES5, ($57,963 to $86,945)



District law requires that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.


The Mayor’s Office on African Affairs ensure that the full range of services, and resources are accessible to the District’s African community. It serves as the liaison between the District’s African community, District government agencies and the Mayor to improve the quality of life of the District’s diverse African born constituencies living in the District.  To learn more about MOAA, please visit here:



  • Serves as the agency’s primary liaison to the various communities, community- and faith-based organizations, associations, and businesses.
  • Participates in community meetings, activities and programs to further the Office’s mission and reach.
  • Serves as a liaison with the District’s French & Amharic speaking African communities and lead outreach activities to support the Mayor’s vision.  
  • Support internal and external communication as PIO and social media management, including Twitter, Facebook.
  • Provides translation and interpretation of outreach materials and publications meant to promote and disseminate pertinent information to the diverse African communities. 
  • Coordinates services among District agencies to ensure timely responses to community concerns.
  • Develops and coordinates community workshops, and other relevant programs aimed at bridging gaps in the African community and linking residents with services and resources.



  • Must be fluent in French and / or Amharic
  • Superior knowledge of critical needs of the African community.
  • Strong background in program development and implementation.
  • Demonstrated track record of community outreach and engagement experience
  • Proactive and ability to work well under pressure, meet tough deadlines in a fast paced, demanding environment.
  • Strong writing and public speaking abilities, in French and/or Amharic.
  • Experience with social media platforms
  • Ability to communicate effectively with a wide range of audiences including senior government officials.



  • Minimum of two years working in community outreach and advocacy on African related issues, public policy.
  • Must be fluent in French and/or Amharic
  • Demonstrated knowledge and/or connections to African community issues, including language access, immigration, public safety, youth issues, and integration issue.
