District of Columbia Preservation Officer

Introduction

This position is part of the Office of the Director, located in the Department of Housing and Community Development (DHCD).

The District Preservation Officer works on behalf of the Department of Housing and Community Development with tenants, owners of affordable housing, investors, their representatives and others associated with real estate and housing advocacy in the District of Columbia.
The work performed facilitates and encourages the extension of the period of affordability of housing currently made affordable; and lower income households in the District of Columbia through federal or District affordable housing programs.

The Preservation Officer may also be directed in specific instances to work with tenants, owners, investors, their representatives and others associated with real estate and housing advocacy in the District to assist currently unassisted housing in the District that is home to lower income tenants; to benefit from federal or District programs in return for covenants on the properties; and to assure ongoing affordability for current and similarly low income households in the future. The Preservation Officer collects, analyzes and presents information on the housing stock of the District of Columbia and the risks and opportunities to maintain affordability in specific properties and units to policy makers and the public.

 

Position Controls

The supervisor makes assignments in terms of broadly defined missions and functions, and relies on the incumbent’s expertise for independent performance and judgment of work to be accomplished.  The incumbent discusses matters of policy nature with the supervisor and recommends major changes in policies and program activities.  Results of the work are considered as technically authoritative and are normally accepted without significant change.  If the work should be reviewed, the review concerns such matters as accomplishment of goals within broad guidelines established.  Overall performance is evaluated in terms of fulfillment of the organization’s stated goals and objectives and the overall contribution to the goals of the District government.

Guidelines used include broad statements of program objectives and policy considerations as outlined in Mayor's Order No. 77-62 (Organization Order 2) dated April 12, 1977, in accordance with D.C. Law 1-97, dated March 25, 1977; other relative Federal and District laws, rules and regulations; administrative requirements of the U.S. Department of Housing and Urban Development and specific related policies and procedures. The incumbent exercises mature judgment and ingenuity in interpreting the intent of existing guidelines , in developing applications to assigned areas of work, and in developing additional guidelines in areas of personal expertise.

 

Major Duties and Responsibilities

  • Systematically and proactively, approaches tenants, owners of affordable housing, investors, their representatives and others associated with real estate and housing advocacy in the District to establish relationships and gather intelligence on future affordable housing preservation and creation opportunities.
  • Tracks and publishes progress toward mayoral affordable housing preservation goals and key performance indicators.
  • Advocates for and monitors affordable housing preservation in the District of Columbia planning activities, including HUD’s Consolidated Plan and the District of Columbia’s Comprehensive Plan.
  • Works with other District of Columbia staff to collect or buy and integrate. Analyzes property and market data on: (a) the status and characteristics of current and potential assisted affordable rental housing; and (b) the risks to, and opportunities for, the preservation of that affordable housing.
  • Conducts annual or more frequent data collection on TOPA’s outcomes and impact on the preservation.
  • Makes explicit recommendations and advocates within DHCD for the preservation of specific affordable housing properties based on this analysis.
  • Negotiates as part of the DHCD team with owners and other interested parties to seek an agreement on preserving affordable housing within existing properties.
  • Cultivates and maintains relationships with officials at the US Department of Housing and Urban Development, the Government Sponsored Enterprises Fannie Mae and Freddie Mac, the District of Columbia Housing Authority, and other federal and quasi-federal agencies with an influence on the preservation of affordable housing in the District of Columbia.
  • Is the point of contact for interagency cooperation to preserve affordable housing in the District of Columbia.
  • Stays current on federal and local policy and the strategies being used to preserve affordable housing inside and outside the District of Columbia.
  • Reviews written material such as laws, regulations, policies, or project reports in order to detect and provide analysis of changes which will affect preservation of affordable housing in the District of Columbia.
  • Prepares narrative and statistical reports such as annual reports, annual work plan, quarterly performance reports, and drafting report contents in order to disseminate information, report program performance, detail observation findings or recommendations, compare findings/results to expectations to the Director, the Mayor, the Council of the District of Columbia, and the Public.
  • Prepares grant proposals in order to secure additional funding for the preservation of affordable housing and research projects.
  • Reviews individual project progress to include reviewing submitted progress reports and financial reports and/or comparing accomplishments to goals and objectives in order to prepare progress reports or presentations or monitor progress toward the achievement of affordable housing preservation goals.
  • Maintains files of items such as budgets, plans, invoices, applicable legislation, regulations, policies, reports, completed questionnaires, or approved applications in an easily retrievable manner.
  • Performs other related duties as assigned.

 

Other Significant Facts

  •  Mastery knowledge in real estate, finance, or policy with finance, real estate or affordable housing emphasis; or related coursework or professional certifications related to real estate or affordable housing finance.
  •  Mastery knowledge of related property development, real estate, or policy professional experience that includes the preservation of specific and identifiable affordable housing units.
  •  Demonstrated familiarity with the wide range of local and federal housing assistance programs that are currently and historically present in the District of Columbia and nationwide.
  • Mastery knowledge of the mechanics of accessing private, federal, and philanthropic sources of funds outside the District government for affordable housing preservation.
  • Demonstrated professional writing and communications skills in the fields of property development, real estate, or related policy arenas.
  • Mastery knowledge of sources of property, program, real estate market and demographic data relevant to the preservation of affordable housing.
  • Demonstrated knowledge of data management systems and software required to store, integrate, analyze and communicate program relevant property and statistical information.

 

Special Requirements

Education and Experience: Bachelor’s degree from an accredited college or university with a Bachelor’s degree public or business administration, real estate, policy management, property management, financial management, or a closely related field, plus a minimum of seven (7) years of work related skill, knowledge and experience; OR an equivalent combination of relevant education and experience.

Candidate must possess at least one (1) year of specialized experience equivalent to the ES-08 grade level.  Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

DOMICILE REQUIREMENT

There is a legal requirement that each new appointee to the Excepted Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
