Executive Director, Professional Development Bureau - Metropolitan Police Department (MPD)




This position is located in the Metropolitan Police Department (MPD), Professional Development Bureau (PDB), responsible for planning, managing, and directing the overall direction and control of activities of the following offices:

  • Human Resource Management Division
  • Metropolitan Police Academy
  • Recruiting Division
  • Disciplinary Review Division

The Human Resource Management Division is responsible for providing the department with timely and effective personal services to include developing and administering personnel programs for the department.

The Metropolitan Police Academy is responsible for providing training to MPD recruits and MPD-sworn personnel to create a capable, knowledgeable, and professional staff.

The Recruiting Division is responsible for conducting outreach to recruit a diverse and highly qualified workforce, and conducts comprehensive examination and background screening on all prospective applicants.

The Disciplinary Review Division is responsible for the administration of discipline for both sworn and civilian members of the Metropolitan Police Department (MPD).



Projects and tasks may be assigned by the Chief of Police and/or are self-generated from interaction with Command Staff and other agency personnel.  Assignments are given and reviewed in terms of their goals and objectives and adherence to the department’s priorities, needs and policies.   All planning, methods, resulting conclusions and recommendations associated with a project may be independently developed and determined. Problems often involve numerous complex interrelationships and competing and powerful interests, thus requiring definition of the problems and development of unique methodological approaches to their solution.  Only problems of unusual difficulty are referred to the supervisor for discussion and advice.  Completed work is reviewed for adherence to key principles of management and soundness of conclusions.

Guidelines include management analysis principles, techniques, methods and functions;   department policies, procedures, rules and regulations; D.C. law, rules and regulations and orders; applicable case law; budgetary processes; and guidelines for administrative systems and procedures analysis; D.C. Personnel regulations and polices as they apply to Bureau staff.



The incumbent serves as the Executive Director, responsible for directing various programs and functions of the Professional Development Bureau.

  • Provides efficient and effective management of the department’s PDB services. 
  • Creates and maintains budget responsibility for PDB; reviews and approves special projects for major expenditures to be presented for procurement. 
  • Analyzes and coordinates all Bureau assignments for the effective utilization of personnel in meeting program demands.
  • Provides on-the-spot authoritative information to the Chief of Police and senior management.
  • Designs implementation and monitoring strategies to ensure new programs and initiatives are established and operates according to laws and policies.
  • Identifies and directs the development of departmental policies and procedures.
  • Participates in senior-level staff meetings to discuss ongoing and anticipated projects, initiatives and research.
  • Meets with and briefs departmental executive management on the progress of new and on-going initiatives.
  • Coordinates and resolves issues with other Department personnel, Divisions and Branches.
  • In an official capacity, attends and/or represents the Chief of Police at conferences and meetings.
  • Evaluates staff, interviews and selects candidates, recommend promotions, awards; and performs all personnel management tasks related to subordinate personnel.
  • Identifies policy and programmatic impacts of legislative requirements, as well as Mayoral and the Chief of Police operational priorities.
  • Directs business process re-engineering to improve the effectiveness and efficiency of Department operations.
