Program Manager - Statehood Initiatives

SALARY RANGE/GRADE:    Excepted Service ES6, ($66,019 to $99,118)

This is an Excepted Service position.  Selected candidate must be a District resident or establish residency within 180 days of hire.  

 

The Office of Federal and Regional Affairs (OFRA) was created by Mayor Bowser to interface with Congress, federal agencies, the White House and all levels of regional governments on behalf of the District of Columbia.  OFRA team is also dedicated to working externally and internally to engage with federal and regional governments in order to advances the executive’s priorities for the people of the District of Columbia. 

We're seeking a dynamic community organizer to lead OFRA's Statehood Initiative as the Program Manager - Statehood Initiatives.    The selected candidate will lead organizing, social media and engagement strategies to further progress on the District of Columbia becoming the 51st State. 

 

CORE DUTIES

  • Lead for Strategic partnerships and coalition building.
  • Develop and manage execution of a consistent social media communications plan.
  • Create and update promotional materials, with attention to branding.
  • Work with staff on design and formatting of presentation material.
  • Utilize the appropriate communication tools; developing metrics for success; supporting the design and editing of knowledge products and collateral; monitoring production and delivery; writing, designing and producing promotional collateral; implementing a promotional plan; and evaluating the plan’s impact.
  • Manage deployment of digital messaging; monitor utilization and effectiveness and proposing changes as needed.
  • Provide input, administrative support and advice on website redesign, working closely with Communications Lead and technical staff and vendors.
  • Design and package topical collections of content to showcase bodies of work, including videos and podcasts, on the website.
  • Marketing- build out social media assets to promote lively engagement with the community.
  • Create digital products and other visuals for use in online promotions.
  • Prepare monthly reports for online and social media performance metrics using analytics, surveys and other appropriate tools to monitor organization's impact.
  • Manage email subscription lists; produce email announcements and other outreach materials as needed.

 

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Communications, Journalism, Graphic Design, Marketing, or related discipline;
  • At least three years of relevant experience in communications, online journalism, graphic design, or marketing;
  • Strong writing and editing skills, with an eye for accuracy and detail;
  • Data Processing and word proccing management skills
  • Excellent visual sensibility and design skills, including knowledge of best practices in development imagery;
  • Experience in using different Content Management Systems, Knowledge of HTML and CSS an asset
  • Ability to navigate a tagged photo library for appropriate images
  • Ability to work with branding and style guides
  • Must be innovative and creative in problem solving.
