Senior Budget Analyst - Office of Budget and Finance

The Bowser Administration is seeking a Senior Budget Analyst to work within the Office of Budget and Finance (OBF). This position reports to the Budget Director.  OBF reports to the Mayor through the City Administrator’s Office in Washington, D.C.

OBF prepares the proposed annual budget and advises the Mayor and the City Administrator on financial and policy issues that impact the District’s operations and capital investments.  OBF works to ensure that resources are targeted to programs that improve the lives of District residents.

The Office of Budget and Finance:

  • Prepares and administers the $7 billion local funds and $13 billion total funds budget that advances District priorities including funding public education, providing safe communities, ending chronic homelessness, advancing infrastructure priorities, and delivering services for residents;
  • Is working to increase transparency in the budget process, including new opportunities for public involvement before the budget is proposed; and
  • Collaborates with the Office of Performance Management, Office of the City Administrator analysts, Office of the Chief Financial Officer staff, and agency directors and staff to ensure that District resources are used as efficiently as possible, and that programs deliver results for residents.

The Senior Budget Analyst is responsible for providing support to staff, conducting research on financial outcomes and developing long-term strategic goals.

The Senior Budget Analyst:

  • Oversees budget preparation  as well as financial and policy analysis in one or more cluster areas, like Health and Human Services or Public Safety
  • Leads projects and makes recommendations to improve the District’s outcomes
  • Provides expert analysis in an operating budget cluster and monitors contracts and re-programmings within the assigned operating budget cluster
  • Supports development and administration of the District’s Capital Improvement Program
  • Provides technical budget assistance to the Mayor, the Mayor’s Chief of Staff, and City Administrator
  • Coordinates with the Office of the Chief Financial Officer during the annual budget formulation
     

Job Requirements:

  • Bachelor's degree in Business, Finance or Economics is required, but a Master's degree is preferred
  • At least two years of experience with budget and finance
  • Superior Excel skills/knowledge and excellent communication are required
  • Full time standard office hours are required, with additional evening/weekend hours required on a project basis

DOMICILE REQUIREMENT

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
