POSITION: Director - District Department of Small and Local Business Development (DSLBD)
SALARY: ES3 ($1340,340 to $194,264)
This position is located within the Department of Small and Local Business Development, Executive Branch, District of Columbia (District) Government, and reports to the Deputy Mayor for Planning and Economic Development (DMPED).
The Department of Small and Local Business Development (DSLBD) supports the development, economic growth, and retention of District-based businesses, and promotes economic development throughout the District's commercial corridors.
DSLBD envisions a business environment in which: DC businesses are positioned to compete successfully for local, federal, and global business opportunities in both the public and private sectors; small and local businesses are able to navigate government quickly, confidently, and effectively; and every District entrepreneur and business with a great idea and a strong business plan has access to the capital, technical assistance, and other resources to be successful.

DUTIES AND RESPONSIBILITIES:
The Director serves as the Mayor's chief advisor in matters relating to the District of Columbia's small and local business community. The Director is also the District's primary advocate for providing and expanding business opportunities for entities participating in the District’s small and local business development program. Additionally, the Director:
- Serves as the District-wide technical expert and advisor to the Mayor and heads of District departments and agencies on matters affecting local and small business enterprises;
- Represents the Mayor, City Administrator, and Deputy Mayor for Greater Economic Opportunity as the liaison and coordinator with the Small Business Administration, other Federal agencies, state and local entities, the Metropolitan Washington Council of Governments, and private organizations (e.g. Chamber of Commerce) in areas related to small and local business development and other matters within the purview of DSLBD;
- Assures that the planning and implementation of the District government’s local and small business development programs are in compliance with governing laws and regulations.
- Provides and coordinates technical assistance, workshops, and training for small and local District businesses;
- Advocates on behalf of the small business community for their participation in contracting opportunities in District government agencies and opportunities external to the District government (i.e. federal government and private sector);
- Certifies businesses to participate in the District’s small and local business contracting programs;
- Monitors District agency contracting and procurement activity to ensure agency compliance with prescribed small and local business contracting goals; assists agencies in achieving those goals; and issues reports on agency performance in meeting the goals;
- Monitors government assisted development projects for compliance with small business subcontracting set aside requirements.
- Maintains current listings of contracting opportunities within the District Government, federal government, surrounding governments, and private sector;
- Advocates on behalf of the local business community to create increased contracting and procurement opportunities with the District government, federal government, and private sector;
- Establishes and maintains relationships with local financial institutions to increase the small and local business community's ability to access capital and bonding resources;
- Directs the research and analysis of existing and proposed governmental policies and legislation that affect functions and activities for which DSLBD is responsible.
- Develops training curricula for District Government employees and the District's small and local business community; trains agency staff on requirements and procedures of the District's small and local business program; and maintains current listings of educational and training opportunities offered by the District Government and other organizations in the Washington Metropolitan Area.

PREFERRED EDUCATION AND QUALIFICATIONS
- A bachelor's degree in Business Administration, Public Administration, Public Policy or a related area.
- At least eight (8) years of experience in the fields of public contracting, or small business development.
- Ten (10) years of senior level management experience, including leading and developing staff, contractors and partner agencies.
- Demonstrated experience working to foster growth, development and engagement of small businesses.
- Demonstrated experience developing and implementing programs to increase the participation of small businesses and businesses run by traditionally underserved communities.
- Expert understanding of challenges and opportunities of engaging small and local business enterprises in government contracting and product delivery.
