SALARY RANGE/GRADE:    Excepted Service ES6, ($64,442 to $104,6145)

 

BACKGROUND

During her first term, Mayor Bowser took bold steps to fight for 15 and expand employment opportunities; to make homelessness rare, brief & non-recurring and to invest in programs and policies to give all residents a fair shot. Washington, DC is a diverse and inclusive city, a leader in tech and innovation, and a place where residents of all backgrounds can thrive.   The newly created Mayor's Office of Policy (MOP) will be responsible for generating the fresh ideas that allow us to better serve our residents, create forward-thinking change, and support a city that is as innovative as it historic.  The  MOP is responsible for developing and executing strategic initiatives to give more District residents a fair shot, and to develop innovative solutions to common challenges.  The Director will develop policies and legislation around the big ideas that cut across agencies and clusters.

 

DUTIES AND RESPONSIBILITIES

  • Prepare memos, talking points, PowerPoints, and other collateral as necessary to brief the MOP team, Director, and Mayor’s Chief of Staff on initiatives and efforts to support the Mayor’s priorities.
  • Conduct qualitative and quantitative research and analysis to determine policy outcomes and succinctly summarize findings on a timely basis. 
  • Engage stakeholders to develop and promote the big ideas that are translated into policies and legislation.
  • Proactively seek out leading practices and new ideas from the Washington, DC community and other  contexts.  

 

MINIMUM BACKGROUND AND REQUIREMENTS 

  • An upper level degree in public policy, health, public administration, urban planning or a related field is preferred.
  • A minimum of three (3) years of professional experience in public policy and /or program development.
  • Knowledge of the constituent programs and services provided by and for residents of the District of Columbia including the landscape of government and private sector groups, or else a willingness and ability to learn quickly!
  • Quantitative analysis skills and the ability to synthesize and present data for audiences at all levels of the organization.
  • Highly developed written and verbal communication skills
  • Proven track record within a flexible, visible, and entrepreneurial culture; comfort working under tight timelines in fast-paced, high-volume environment.
  • Ability to anticipate needs, take initiative, be resourceful, and solve problems.
  • Honest and transparent; maintains confidentiality.
  • Proficient with Word, Excel, PowerPoint and Google apps.
  • Demonstrated commitment to public service, equity, and social progress.

 

DOMICILE REQUIREMENT:

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
