Community Outreach and Relations Specialist - Mayor's Office on Veterans Affairs

SALARY RANGE/GRADE:    Excepted Service ES5, ($60,896 to $91,344)

HIRING PREFERENCE:  District of Columbia residents who are also veterans will receive extreme priority in selection.

This is an Excepted Service position.  Selected candidate must be a District resident or establish residency within 180 days of hire.  

The Office of Veterans Affairs was created as an entity under the Executive Office of the Mayor in October 2001. The office was established to provide veteran benefits, assistance, information, outreach, effective advocacy, claims processing assistance and service provider coordination to veterans and their families so that they can access their entitled resources and benefits. The office also develops, coordinates and attends veteran commemorative events that recognize the military service and sacrifice of District of Columbia veterans.  For more information on MOVA, please visit here.

 

MAJOR DUTIES

  • Strengthen partnerships between the District’s Veteran community, the Mayor’s Office of Veterans Affairs (MOVA), and organizations serving the Veteran community.
  • Advise Veterans on available benefits and services available at both the Federal and District level.
  • Draft strategic plans, briefings, and memos for MOVA.
  • Organize and participate in speaking engagements, panels, lectures to support MOVA’s mission and goals.
  • Manage social media engagement to effectively disseminate information to the community, and respond to inquiries. 
  • Develop policy with the collaboration of agency and community stakeholders including the Mayor’s Veterans Affairs Advisory Board.
  • Identify areas of need in the city’s Veteran community and work with the Director to establish and maintain strategic relationships with community organizations.
  • Serve as the technical resource assistant to the Mayor’s Veterans Affairs Advisory Board and responsible for planning, scheduling, and conducting joint work efforts.
  • Organize and facilitate Veteran stakeholder meetings with members of the community, Veteran Service Organizations, District agencies, and Federal agencies.
  • Analyzes data to identify and recommend priorities to develop, direct, and organize work-plans.
  • Coordinates services among District agencies to ensure timely responses to community concerns.
  • Works together with other Community Affairs Agencies in the development of community engagement strategies. 

 

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Successful candidate is a veteran of the United States of America, including the National Guard.
  • Has a strong working knowledge of Veteran benefits and services available at the Federal and State level and able to counsel Veterans on obtaining these services and benefits.
  • Highly organized and methodical.
  • Innovative with strong critical thinking abilities.
  • Able to work well under pressure and meet tough deadlines in a fast paced, demanding environment.
  • Constituent focused; positive outlook; strong people skills.
  • Ability to critically review reports and data.
  • Ability to communicate both orally and in writing, and to utilize tact and persuasion in gaining acceptance of policies and programs.
  • Strong writing and editing capabilities.
  • Experience with social media platforms.
  • Experience with core issues facing the Veteran community.
  • Knowledge of the program services provided through MOVA and other partnering agencies.
  • Knowledge of and skill in the application of analytical and evaluative theories, concepts, procedures, methods, standards and practices to the interpretation of policy, and to meet existing and future service requirements.  Ability to organize and manage projects; to review, analyze, and evaluate data; and to prepare analytical reports.

 

MINIMUM QUALIFICATIONS

  • Must be a veteran of the United States.
    Bachelor’s degree is preferred. 
  • Minimum of two years working in public policy, community engagement, government affairs, or military service.
  • Demonstrated experience engaging with the Veteran community with a focus of connecting Veterans to available services and benefits.

DOMICILE REQUIREMENT

There is a legal requirement that each new appointee to the Excepted Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
