This position is located in the Executive Office of the Mayor, Office of Communications. The office operates as a resource to all government agencies, officials and the media; in facilitating the widest possible dissemination of information to the public. The Director provides training for the communications personnel of all agencies; issues news releases and other published material. This position functions as a Senior Communications Officer, responsible for providing guidance to, and coordinating all functions associated with public communications of agencies and offices under the jurisdiction of the Mayor.
- Serve as spokesperson for the Executive Office of the Mayor.
- Responsible for strategic communications including issues /crisis response by predicting problems before they arise and laying out a strategic direction and focused course of action to solve them; and outlining a focused course of action for problems once they arise.
- Develops a comprehensive communications strategy with short-and long-term goals; plans for achieving them; and specific deadlines to be approved by the supervisor.
- Oversees functional and operating units within the Office of Communications, including the Digital Team, Speechwriting Team and Correspondence Unit.
- Provides technical assistance in the planning and development of information materials and strategies for communicating activities to support the total management effort.
- Reviews all critical correspondence, and other materials prepared by other agencies and staff to ensure that communications distributed comply with governmental regulations and procedures.
- Directs editing of material for publication, which includes news releases, the city's annual reports, and other statistical and informational reports, newsletters, internal and external reports from agencies.
- Prepares articles for publication and other informational materials about the District's programs, services and accomplishments to be used in newsletters, the District website, and external publications. May, participate in the production of information programs for cable and other media outlets.
- Coordinates technical elements of the office's functions with related activities of other agencies, promoting mutual cooperation which can be combined for more effective results. When required, trains and advises office staff, and other District agencies in communications techniques, and on administrative matters.
- Assists the Mayor and District agencies in preparing for media interviews and other presentations. Arranges for media coverage of departmental activities and for interviews with the Director and/or other appropriate agency communication staff representatives.
- Maintains a creative media-relations function at the agency/departmental levels.
- Establishes and maintains effective working relationships with members of the media groups, and inter/intra-governmental agency communications representatives.
- Prepares papers and reports to state the office's position, and further the objectives of the office's purpose.
- Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
- Comprehensive knowledge of the mission, function, and goals of the Executive Office of the Mayor to facilitate communication between the agency and its publics on program related problems, activities, or issues.
- Mastery of the principles, methods, and techniques of communications; and skill developing strategies to disseminate information.
- Expert knowledge of the methods, practices and procedures used in public relations, marketing and research.
- Mastery of and skill to conduct in-depth research of issues; to review and analyze complex reports; and to prepare clear, in-depth reports of studies and recommendations.
- Highly skilled in written and oral communications. Demonstrates excellent writing and speaking skill; flexibility or writing style and the ability to adapt writing and to reflect the diversity and level of the target audience.
- Skill in analyzing and developing appropriate recommendations for the supervisor's consideration.
- Skill in establishing and maintaining effective working relationships with other District and Federal agencies.
Requires at least 5 years of direct work experience and a degree in the field of public affairs, marketing, public policy, political science or mass communications. Upper level degree and experience with a principal elected/corporate leader is preferred. Must have documented experience leading a communications team, on the record communications, working as a press secretary, and demonstrated experience in communications planning / or constituent engagement.
