Associate General Counsel - Mayor's Office of General Counsel

The Executive Office of the Mayor (EOM) has an opening for the position of Assistant General Counsel within the Office of the General Counsel (OGC).  OGC currently consists of four non-term limited attorneys, a legal fellow who is also an attorney, and an Executive Assistant. The Assistant General Counsel would assist OGC in carrying out the duties of the office.  The work of EOM OGC is varied and fast paced.  It ranges from legislative and regulatory review and occasional drafting, to drafting and review of other legal documents such as proposed settlements, interagency Memoranda of Understanding, Mayor’s Orders and Mayor’s Memoranda. The General Counsel serves as liaison to the Auditor, the Inspector General, and the Board of Ethics and Government Accountability, and an Assistant General Counsel would assist in projects relating to those offices.  The Office and its attorneys are involved in negotiations, mediations, witness preparation, and advice-giving.



  • The OGC reviews legal documents from throughout the government, such as large contracts, leases, draft legislation, land dispositions, large proposed settlements, amicus briefs, sign-on letters, Mayor’s Orders, and Mayor’s Memoranda and provides recommendations to the General Counsel, who is an approver on such documents. 
  • Conducts legal research on a wide range of topics that relate to Federal and local regulatory action, legislation, and other issues relevant to the Executive Office of the Mayor, which requires the review, analysis, and organization of facts and legal issues that promote a legislative and regulatory agenda.
  • Selects, assembles, summarizes, and advises on substantive information through the use of statutes, regulations, department orders, digests, commentaries, legal instruments, and other legal reference material.
  • Will serve as the FOIA Officer for the Executive Office of the Mayor.
  • Assists with the processing of Freedom of Information Act requests for EOM.
  • Reviews and drafts responses to reports conducted and questions presented by the Office of the D.C. Auditor, Inspector General, and various committees of the Council.
  • Reviews for formal and legal sufficiency all notices and proposed rules prior to submission for publication in the D.C. Register regarding provisions of the law that relate to programs and activities of EOM and all appointments to boards and commissions.
  • Interprets and analyzes judicial and administrative decisions of the District of Columbia and Federal Government to assure legislative and regulatory compliance and conformity with those decisions, and initiates necessary revisions in laws and regulations.
  • Interprets and analyzes judicial and administrative decisions of the District of Columbia and Federal Government to assure Agency compliance and conformity with those decisions.
  • Responds to ethics questions and makes referrals to BEGA as needed. 
  • Participates in meetings, trainings, and conferences as required.
  • Performs other related duties as assigned.



  • Knowledge of the organization of District government and functions of various offices.
  • Knowledge of legal principles and concepts sufficient to interpret and apply, or explain the application of a body of law, regulations, precedents, and practices.   
  • Knowledge of District and Federal laws and regulations pertinent to office operations. 
  • Knowledge and ability to effectively communicate orally and in written format with attorneys and other legal representatives and various executive management levels of the District and Federal Governments.
  • Knowledge and skill to prepare clear and concise reports, position papers, studies and legal analyses of legislative, regulatory, contracting and other legal matters on their effect upon various programs within EOM agencies.  
  • Strong understanding or experience in FOIA law and policy.
  • Knowledge and ability to conduct extensive legal research in connection with legal questions concerning the interpretation and application of statutes, rules and regulations, and skill in the analysis and resolution of complex issues.
  • Ability to spot and mitigate risks while supporting Office objectives and Administration priorities.
  • Knowledge of, and proficient in the use of Microsoft Word, and a willingness to learn new technology associated with assigned work tasks.



  • Must have a law degree (LLB or JD) from an American Bar Association (ABA) accredited law school. 
  • Must be a current member in good standing of the District of Columbia Bar or be eligible to waive into the bar.



District law requires that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
