SALARY:  Excepted Service Grade 10 ($121,794 to $182,690)

DOMICILE REQUIREMENT:

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.

BACKGROUND

The District of Columbia Office of Public-Private Partnerships (OP3) is charged with building collaborations between the private sector and District government to complete major infrastructure projects and other programs through long-term, performance-based procurements commonly referred to as public-private partnerships, or P3s. The office was established by the Public-Private Partnership Act of 2014 [PDF] to expand the utilization of P3s in the District by streamlining the procurement process, serving as an in-house consultant and liaison between District agencies and private sector partners. POSITION

The Director will have demonstrated knowledge, training, or experience in infrastructure development; capital markets and finance; public-sector planning; and procurement. The P3 Office serves as the main public entity responsible for facilitating the development, solicitation, evaluation, award, delivery, and oversight of public-private partnerships that involve a public entity in the District.  The position reports to the City Administrator, and will lead project development and implementation and enhancing the District's visibility, communication and engagement with other economic development enablers.

 

DUTIES AND RESPONSIBILITIES:

  • Manages external economic development relationships across the District
  • Oversees maintenance of current external and internal incentives database
  • Identifies and communicates opportunities and needs in the District to increase business investments
  • Consults and coordinates with all public entities that possess relevant knowledge, skills, and expertise in developing requests for proposals, evaluating responses, and negotiating and administering public-private partnership agreements
  • Promotes the District’s accomplishments, infrastructure and agendas to foster alliances to accelerate entrepreneurial activity
  • Assists senior leadership in structuring and implementing revenue-generating business and alliances with investors
  • Prepares reports on performance, strategy and plans
  • Performs other related duties as required

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s and preferably a Master’s degree and 5 years of experience in economic development, business development, fundraising, business consulting, administration, or strategic planning for energy, weather, or healthcare industries, or equivalent combination of experience, advance education and training.
  • Successful candidates will have a strong track record of managing state government, community or corporate relationships toward increased activity or revenue.
