District law requires that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.


This position is located in the Department of Health(DOH) to serve as the Director of Health, responsible for providing executive direction and administration of a wide range of complex and diverse health services andprograms which are of high quality and responsive to citizen needs regardless of individual or family economic status, race, age, or place of residence. These functions and programs include the development and direction of a comprehensive health care system, the development andimplementation of programs and priorities for the protection of District residents from health hazards, the development of programming documents and the systemized evaluation of health program objectives andactivities. The Director, as a

member of the Mayor's Cabinet, actively participates in the establishment of Department policy, planning for the accomplishment of primary programs, providing advice concerning implications of major program decisions, andassuring coordination of overall health program planning and objectives with social services programs to assure outreach of income, medical and food assistance programs.


Position Controls:

Under the broad policy guidance and direction of the Mayor and City Administrator, incumbent is delegated broad latitude and authority in accomplishing the overall objectives and specified goals within the framework of laws, regulations and major policy constraints. Confers with the Mayor and City Administrator on high-level policy matters that have a potentially adverse or far reaching impact on the District and DOH. Work is reviewed on the basis of results achieved andaccomplishment of overall objectives.


Duties and Responsibilities:

The Director of Health, designated as the Chief Public Health Officer of the District of Columbia, is the principal advocate of the Mayor of all health policy and programs. Responsible for providing executive level support to the Mayor for the development of a comprehensive andintegrated, high quality health services program, either directly or contractually, which is responsive to the needs of all citizens of the District of Columbia. Direction of these programs is vested in the Deputy Directors of four line Administrations that are: Public Health Services, Health Care Finance, State Health Affairs, andEnvironmental.


Provides policy leadership to assure:

  • Accessible high quality health services to citizens regardless of income, race, age, or location of facilities which are comparable to prevailing services in the private sector, and with appropriate emphasis on preventative and environmental programs andthe protection of the life and safety of all citizens of and visitors to the District of Columbia;
  • Development and implementation of plans andstrategies to monitor, evaluate and asses the level and availability of health and medical services andresources provided in the public sector and those facilities in the private sector, and assures that the services available and provided by DOH are comparable to those in the private sector both in terms of quality and cost;
  • Participation of consumers, health care professionals, voluntary associations and advocate groups in health care policy formulation, andcoordination with other agencies on drug traffic, involuntary commitment issues, and treatment of emergency cases;
  • Sound and responsive action in promoting the special initiatives concerning the availability of tong-term care facilities, the reduction of infant mortality, and the improvement of dental health care programs.
  • Exercises the authority granted by state regulatory powers to set standards for quality and cost of health and substance abuse facilities and services throughout the District of Columbia.
  • Maintains contact with top officials of the other Departments and private and public groups andinstitutions to explain the Department's programs and secure their support and cooperation in carrying them out.
  • Serves as an active member of numerous boards and committees to provide high-level medical policy input necessary for the promotion of maximum healthcare services in the District.
  • Directs the preparation of, justifies, and controls the annual budgets.
  • Administers and plans the integration andimplementation of Federal and District funded medical programs with those of DOH.
  • Develops or directs the development of both annual and long range plans and program priorities for accomplishing the major programs assigned to the Director of Health considering such factors as District Government, the know wishes of the Mayor and the City Administrator, departmental programming documents, and the constraints imposed by available resources. 
  • Advocates major programs, which should be initiated, curtailed, or discontinued for the development or revision of legislation affecting healthcare in the District of Columbia. Determines, within established parameters, what financiat andmanpower resources should be allocated to assigned programs and decides priorities andscheduling targets for major program milestones. 
  • Takes action to structure and staff the organization, to establish delegations of authority, to prescribe internal operating policies and procedures, andestablished organizational objectives. Continually assesses the status of assigned programs and takes managerial action to provide for increased efficiency and effectiveness of operations, to reduce costs, andto improve program coordination.
  • Serve as the Chief Health Command Officer of the District of Columbia in the even of a major disaster or catastrophe to direct and disperse medical resources including professionally trained personnel and equipment to critical areas. Responsible for the organization, training, mobilization and utilization of the medical and health services, personnel, andfacilities with the District for the protection of healthand the treatment of the injured and sick. 
  • Responsible for the investigation of real or suspected outbreaks of epidemics of infectious or communicable diseases and provides the direction and expertise necessary for containment andcontrol.
  • Through Senior Deputy Directors andAdministrators, directs a subordinate staff of approximately 700 professional, paraprofessional, technical, administrative and maintenance personnel located throughout the metropolitan area engaged in a wide variety of major medical andhealth services activities. Provides leadership to andexercises delegated authority for the management and direction of subordinate staff. 
  • Makes assignments to key subordinate program administrators usually in terms of continuing functions to be performed. 
  • Anticipates major problems, which can be expected and provides guidance, which will eliminate or minimize their effect on ongoing activities. Provides technical advice and interpretation of policy andprocedural guidelines. 
  • Approves the establishment of major program precedents. Controls work results through staff meetings, conferences, technical reports andprogram reviews.
  • Performs other related duties as assigned.
