Chief of Staff - Office of Labor Relations and Collective Bargaining

This is an Excepted Service position.  Selected candidate must be a District resident or establish residency within 180 days of hire.  

RESIDENCY PREFERENCE:    Strong preference for District of Columbia residents.

SALARY RANGE:   Excepted Service Grad 7 ($83,585 to $125,375)

The Office of Labor Relations and Collective Bargaining (OLRCB) is a component of the Executive Office of the Mayor (EOM), Office of the City Administrator (OCA). MAJOR DUTIES AND RESPOSIBILITIES

  • Serves as a member ofthe Director's key management advisory staff and participates in the identification of needs of the agency, in recommending strategies, and in setting of priorities to meet those needs.
  • Identifies program goals and coordinates the development of specific program delivery objectives for inclusion in administering the Labor Relations program.
  • Coordinates briefings for the conduct of management conferences between the Director, Supervisors and other D.C. Agency Directors.
  • Directs the day-to-day activities within the Office ofLabor Relations and Collective Bargaining. Supervises, assigns duties and responsibilities over the Research, Training and City-wide Initiatives Unit as well as the Administrative and Program Support Unit. Oversees the conduct of the annual performance ratings for staff members and formulates overall plans for personnel, equipment, space and operating procedures for the office.
  • Directs staff efforts in identifying, analyzing, and investing critical, unusual or crisis situations that cross organizational lines or which have a high level of interest, i.e., internally, at higher level or from the community.
  • Reviews and analyzes policy proposals of major legislative organizations and other sources.
  • Conducts technical research required to analyze proposed policies or issuances and the skills to assess the impact or such proposals on resources and manpower utilization. Director.
  • Conducts special studies ofextremely controversial or sensitive problem areas, which have been identified personally or through other sources. 
  • Prepare briefings/speeches for the Director ofthe Office of Labor Relations and Collective Bargaining for special events sponsored by the agency.
  • Attends executive sessions and other meetings selected by the Director to remain abreast ofcurrent and initiatives and to maintain a continuous awareness ofpresent program accomplishments, problems, plans, and operating processes.
  • Authors memoranda, letters of intent, official inquires to operating managers and program officials, in order to acquire information to the Director ofthe Office ofLabor Relations and Collective Bargaining with a comprehensive background analysis on matters or situates ofhis/her concern.
  • Serves as the agency Freedom ofInformation Act Officer (FOIA).
  • Serves as the agency American Disability Act (ADA) Coordinator
  • Serves as the agency Family Medical Leave Act (FMLA) Coordinator.
  • Performs other related duties as assigned.

 

REQUIRED EXPERIENCE

  • Bachelor's Degree in public administration, public affairs or a closely related field.
  • At least two (2) years experience working in complex and highly demanding work environments.,
  • Mastery level of knowledge ofthe D.C. Office of Labor Relations and Collective Bargaining's mission, goals, objectives, priorities, and internal organizations and relationships with other programs and District agencies.
  • Mastery of knowledge of analytical and evaluative methods, plus a thorough understanding ofprograms functions, organizational interfaces and structure to select and apply appropriate program evaluation and measurement techniques in measuring and evaluating program accomplishment.
  • Expert knowledge of management policies and procedures.
  • Expert skill in human relations in communicating with the general public, as well as with officials at all levels and job categories within the District and Federal governments. Ability to exercise tact and diplomacy.
  • Expert skill in fact finding, analysis and problem solving to gather facts, identify problems, and recommend solutions to which regular studies andlor established management techniques are often inadequate.
  • Superior skill in oral and written communication to prepare and present recommendations and solution regarding complex issues based on analysis and evaluation, including the preparation and presentation of reports, proposals, etc.
