On September 12, 2018, Mayor Bowser convened Washington, DC’s first-ever Maternal and infant Health Summit focused on improving health outcomes for mothers and babies in the District of Columbia. The framework for the Summit had the following goals:
To achieve the Mayor’s goals for healthy, successful children and strong families, it is important to examine and track these initiatives holistically to measure collective impact, determine effectiveness, and pinpoint gaps and additional needs. For these purposes, the Mayor is establishing the Thrive by Five Coordinating Council, which has a mission of tracking and reporting progress and achievement of the activities and outcomes of initiatives focused on improving the outcomes of infants and children from birth to age 5.

CORE DUTIES AND RESPONSIBILITIES
The Executive Director shall:
MINIMUM BACKGROUND AND REQUIREMENTS
There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment. The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment. Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
