SALARY RANGE/GRADE:    Executive Service ES9, ($109,6145 to $164,421)


On September 12, 2018, Mayor Bowser convened Washington, DC’s first-ever Maternal and infant Health Summit focused on improving health outcomes for mothers and babies in the District of Columbia.  The framework for the Summit had the following goals:

  • Every teenage girl and woman in DC is in control of her reproductive health.
  • Every pregnant woman receives high quality health care beginning in the 1st trimester.
  • Every healthcare provider has the tools and resources they need to provide quality care.
  • Every healthcare facility providing maternal and infant care has the tools and resources to practice evidence-based healthcare.
  • Every newborn receives high-quality neonatal care.
  • Every parent has the life skills and resources needed to nurture and provide for their family.
  • Every infant, mom and dad has a safe and healthy environment to thrive and receive the support they need to promote early childhood development and learning.

To achieve the Mayor’s goals for healthy, successful children and strong families, it is important to examine and track these initiatives holistically to measure collective impact, determine effectiveness, and pinpoint gaps and additional needs.  For these purposes, the Mayor is establishing the Thrive by Five Coordinating Council, which has a mission of tracking and reporting progress and achievement of the activities and outcomes of initiatives focused on improving the outcomes of infants and children from birth to age 5.

 The Executive Director shall:

  • Lead the Mayor's Thrive by Five Coordinating Council, including the office and committee formed to support it.
  • Assists the Mayor in the development and function of the Mayor's Thrive by Five Coordinating Council to identify core challenges and areas of need for services or improvement.
  • Articulate a comprehensive framework of the Mayor’s various initiatives focused on infants and young children.
  • Coordinate and align the plans, policies, programs and oversight bodies responsible for improving outcomes for infants and children from birth to age 5.
  • Track and report progress and achievement of the activities and outcomes for each initiative.
  • Identify duplications of efforts and make recommendations for streamlining and better coordination.
  • Identify gaps and opportunities for additional services, programs and grant opportunities.
  • Perform other duties as assigned.



  • Strong background in public policy, community organizing, and constituent engagement.
  • An upper level degree in public policy, health, public administration or a related field is preferred.
  • A minimum of five (5) years experience in public policy and /or program development.
  • Demonstrated knowledge of the constituent, programs and services provided by and for residents of the District of Columbia.
  • Demonstrated organizational and strategic leadership.
  • Strong and demonstrated knowledge of the District's government and private sector groups such as civic organizations and ANC's with direct connections/engagement to each.



There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
