SALARY RANGE/GRADE:    Excepted Service ES5, ($57,963 to $86,945)


The Mayor’s Office of the Clean City seeks a Program Analyst to coordinate constituent services and engagement activities related to trash and litter.

The Mayor’s Office of the Clean City serves as a central point of contact and goal champion for litter and related issues within the Executive Office of Mayor Muriel Bowser. The Clean City Plan uses the Adopt a Block program, the Mayor’s Citywide Cleanup, and a new citywide litter prevention campaign to motivate and support residents, businesses, government, and community partners to fulfill their responsibilities for a clean, safe, and healthy District of Columbia.  The position requires periodic attendance at evening and weekend events, time outdoors, and hands-on work assisting in cleanups.  The Program Analyst will also have the opportunity to participate in interagency planning and communications, as time and interest permits. This Excepted Service position reports to the Director.



The Program Analyst will be primarily responsible for the day to day operations of the Adopt a Block program, as well as other constituent service matters. Duties include, but are not limited to,

  • Maintaining records of adoptions, including contact information and GIS maps
  • Coordinating supplies and tools for participants
  • Tracking participant activities, including identifying trends to celebrate and provide additional support
  • Respond to constituent questions and concerns, including coordinating solutions with partner agencies
  • Participate in community meetings, activities, and programs to further the Office’s mission and reach



  • Superior interpersonal and relationshipbuilding skills
  • Demonstrated track record of community engagement experience
  • A creative problem solver under pressure
  • Fluency in Microsoft Office applications and social media platforms
  • Attention to detail
  • Familiarity with DC Government and neighborhoods
  • Experience with GIS, design software, and/or trash are helpful but not required


District law requires that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
