SALARY RANGE/GRADE:    Executive Service DX4, ($129,586 to $194,075)

DOMICILE REQUIREMENT:

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.

 

BACKGROUND

The DC Department of Parks and Recreation (DPR) provides quality urban recreation and leisure services for residents and visitors to the District of Columbia. DPR supervises many of the District of Columbia's recreation/community centers, parks, athletic fields, playgrounds, spray parks, tennis courts, community gardens, dog parks, aquatic facilities and features.

The agency also coordinates a wide variety of recreation programs including sports leagues, youth development, therapeutic recreation, aquatic programming, outdoor adventure, camping, and senior citizen activities. The Director of Parks and Recreation serves as the head of the District of Columbia Department of Parks and Recreation (DPR). The mission of the Department of Parks and Recreation is to enhance the quality of life and wellness for DC residents and visitors by providing equal access to affordable and quality recreational services by organizing programs, activities and events, and by building and maintaining safe and beautiful open spaces and recreational amenities. This Cabinet Level position reports to the Deputy Mayor for Education.

 

DUTIES AND RESPONSIBILITIES

The Director is responsible for managing an agency with more than 750 full-time and 500 summer part time employees, and an annual operating budget of $56 million.  The agency manages and operates 73 recreation facilities and community centers, 50 aquatic facilities, 1,000 acres of parkland and several additional recreation facilities.   The Director is responsible for planning, directing, coordinating, and evaluating, through subordinate managers, the various operating activities and programs of the Agency.   Additional duties include:

  • Providing leadership to and coordinating various activities and efforts of DPR.
  • Establish policies and procedures to ensure the development and implementation of the kinds and types of recreation programs, activities and services by and for the citizens of the District of Columbia.
  • Formulates operational, financial, personnel and maintenance policies and procedures to enable subordinate managers to accomplish the mission of the agency.
  • Formulates polices, programs and procedures for DPR to guide subordinate managers.
  • Reviews and approves recreation program services and activities prepared and submitted by subordinate managerial personnel.
  • Formulates operational, financial and personnel and maintenance polices and procedures to enable subordinate managers to accomplish the mission of the agency.
  • Formulates operation, financial and personnel and maintain policies to maintain  area parks, community facilities, swimming pools and spray parks, and neighborhood recreation centers.
  •  Exercises  broad latitude and authority in managing DPR's programs within the framework of applicable laws, regulations, procedures, and policies.

MINIMUM BACKGROUND AND REQUIREMENTS

  • Minimum Bachelor's degree in public administration, public policy, business or a closely related field.
  • Four (4) to seven (7) years executive level management at the senior level.
  • Knowledge and experience in managing and developing large complicated budgets.
  • At least four (4) years years in managerial and supervisory capacity, which includes the responsibility for fund and budget administration, program planning, implementation and administration.
