DOMICILE REQUIREMENT:

District law requires that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.

The Bowser administration seeks candidates for the position - Director, DC Department of Aging and Community Living (DACL). The incumbent is appointed by the Mayor and works under the administrative supervision of the Deputy Mayor for Health and Human Services, who provides an outline of the general scope of the assignment and broad objectives to be achieved. The incumbent operates with a marked degree of independence and technical authority, although advisory opinions are sought from the Commissions, the Deputy Mayor for Health and Human Services, and the Mayor concerning controversial matters and major changes in approach as they relate to the acts and services to the aged. This executive service positions requires residency within the District of Columbia within 180 days of confirmation.

 

DUTIES AND RESPONSIBILITIES

It is the incumbent's responsibility to ensure, through comprehensive planning and evaluation, that effective programs and services are developed and made available for each of these groups. On a continuing basis determines the need for, directly or indirectly conducts research and study of, and evaluates existing programs and needs for these interest groups and communities in such areas as housing, employment, health, education, social and legal services. Identifies areas needing new or expanded services. Considers the advice and recommendations of the Commission in carrying out responsibilities under the acts. Additional duties include, but are not limited to:

  • Recommends new and expanded programs and services, and as necessary, to provides balances and adequate attention to existing needs and problems.
  • Through coordination of agencies, monitor and report on issues as they impact respective interest groups and policies are developed to enhance and improve the quality of services for these groups.
  • Reviews and comments on proposed District and Federal legislation, regulations, policies, and programs related to these areas. If the impact of the proposals is determined by the Director to be adverse, the incumbent files a statement of findings with the Mayor, Deputy Mayor for Health and Human Services, the appropriate Commission, and the Council of the District of Columbia, as well as the originating department or agency.
  • The incumbent is the chief advocate for the aged population in Washington, D.C. and is responsible for developing a five-year plan of policies, programs, services, and activities to benefit senior Washingtonians.
  • Develops a State Plan, which provides that effective statewide planning is carried out on an ongoing basis on behalf of all older persons.
  • Prepares in a timely manner the State required under the Older Americans Act and forwards its fiscal plan as to the Commission and Mayor for comment.  
  • Following consultation with the Commission on Aging, the incumbent develops and publishes standards that the office uses in making decisions on the award of grants.
  • Contracts with and makes grants to public and private agencies using Older American funds, other federal funds received by the office, and District Government appropriated funds.
  • Examines grant applications considering the nature, duration, purpose, and plan of the project, and the qualifications of the principal staff members to be responsible for the project.
  • Reviews resources available and the justifications of the amounts of the requested grants.
  • Evaluates projects success in achieving goals and objectives and makes payments or arranges for payments to a grantee of all or portion of any grant award.
  • Approves grants or enters into contract to meet in whole or in part the cost of conducting an identified activity or program on the study of current patterns and conditions of living for older persons and identification of factors that are beneficial or detrimental.
  • Responsible for assuring necessary control, evaluation, audit, and reporting on programs funded through DACL.
  • Maintains community contracts and represents the Commission on Aging for the purpose of stimulating, informing, and educating local organizations and the community-at-large on services, needs, facilities; legislation; or problems of the aging.
  • As requested, testifies before legislative committees, and/or comments on legislative proposals.
  • Provides information and technical assistance with respect to programs and services for the aged to the community, the Commission on Aging and to the Mayor.
  • Publishes a directory of services available to the aged through the District Government and including, to the maximum extent possible, services of nonĀ­-public assistance and programs for the aged in the District of Columbia. Responsible for the revision of the directory at least every two years.
  • Directs a staff of several technical and clerical personnel. Plans and organizes the work of subordinates, establishes priorities and performance standards, provides assistance as required, and is accountable for the quality and quantity of work output concerning matters for which the incumbent is responsible. 
  • Performs other duties as assigned.
