Mayor Bowser established the Mayor’s Office of Talent and Appointments (MOTA) to conduct aggressive outreach and engagement to identify energetic community and business professionals to fill critical appointed roles in District government. This includes members 240 appointed staff positions in  the Mayor’s cabinet, including executive and independent agency directors, senior leadership / policy positions and over 1,700 appointees to District of Columbia boards and commissions.     The Human Resources Advisor reports to the Director of MOTA, and will serve as the senior HR consultant for the offices and agencies in the Executive Office of the Mayor, and will work with its directors in planning, directing, and implementing the effective delivery of Human Resources activities. 

The agency Human Resources Advisor provides: (1) human resource management (HRM) services that strengthen individual and organizational performance, which enables the District government to attract, develop and retain a well-qualified, diverse workforce; and (2) leadership, strategic planning, direction, and consultation to the agency on human resource issues.The Human Resources Specialist serves as liaison between the agency and the D. C. Department of Human Resources, and as the initial HR point of contact for the agency.

 

MAJOR DUTIES

The HRA is responsible for: providing the full range of technical, assistance, guidance and advisory services to managerial, supervisory and nonsupervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues/problems which they must provide the stimulus of resourceful leadership. The work involves the development and submission of HR (personnel action) requests related to recruitment, staffing. position classification, employee and labor relations, training, record management, incentive awards, proposal for adverse action, grievances and appeals, performance evaluations, tours of duty, leave and pay administration, and other human resource matters.  Other duties include:

  • Serve as the HR advisor EOM, leading recruitment of appointed positions in assigned cluster - including posting positions, reviewing incoming resumes, engaging with applicants and managing interview processes.
  • Ensures timeliness, accuracy, quality control and processing of employment actions into HRIS systems by updating tracking systems, identifying errors and any outstanding issues or problems that need to be resolved. Actions include, but are not limited to: department transfers, new hires, separations, personal data changes, and all pay related actions. 
  • Provides general guidance to applicants, employees, managers, and supervisors on civilian or sworn personnel regulations, General Orders, policies, and procedures; and recommends solutions to personnel-related issues.
  • Communicates with members in and outside of the agency to effectively and efficiently respond to human resources related inquiries.
  • Coordinates, prepares and facilitates New Hire Orientation for employees. Ensures new hire paperwork is complete, processed and submitted to Records Room for filing.
  • Coordinates the off boarding process for employees by conducting exit interviews, explaining continuation of benefits, processing personnel actions and any other related activities.
  • Researches HR laws, policies, regulations and reference materials. 
  • Carries out special projects by clarifying project objectives; conducts research; develops and organizes information and processes related PAR actions.
  • Updates job knowledge by participating in educational opportunities; reads professional publications; maintains personal networks; participates in professional organizations.
  • Performs other related duties as assigned.
