The District of Columbia is a technological leader, in innovation, the use of Smart technologies, and in our inclusive technology policies.  Chief Technology Officer (CTO) plays a critical role in in DC’s innovation economy as we champion connectivity, bridge the digital divide, and make Washington, DC the world leader in technology innovation.

The CTO leads the Office of the Chief Technology Officer, and is the highest ranking technology officer in the District government, providing policy advice to the Mayor and senior administration officials as well as guidance and establishing standard for District agencies. The CTO provides directions and coordinates the District government's acquisition, management, and use of information and telecommunication technology. Provides for uniformity and consistency in policies and standards for acquisition, management, and use of information processing and telecommunications equipment, including government-wide recommendations for approval or disapproval of contracts relating to IT and Telecommunications to the Chief Procurement Officer. Provides for requisite system planning, including developing or updating strategic documents for District government information resources systems and telecommunications systems.  Frequently, the CTO is recognized as a technical authority and expert in the development and interpretation of the guidelines.  The CTO is a leader in ensuring cybersecurity; reliable, high-speed and affordable internet access across all populations in the District; open access to non-sensitive District government databases; and the effective use of technology resources across agencies.  The CTO is a service agency for all District of Columbia government agencies, providing technological support to their efforts to advance their missions.  To learn more about the Office of the Chief Technology Officer, please visit here:



The Chief Technology Officer is responsible for performing the following:

  • Ensuring that technology becomes and is maintained as a priority contributor as a method and tool for a more efficient,  effective, sustainable, resilient, equitable, citizen- focused, transparent, and collaborative government.  In short, building a SmarterDC.
  • Carrying out the current model for the District of Columbia as a centralized Information Technology organization with system operations, component standards, professional training, disaster recovery and city-wide or enterprise-wide initiatives being performed by the Office of the Chief Technology Officer.
  • Implementing information infrastructure across the city so that government can better serve the public and so that the city can leverage its resources.
  • Ensuring citizen access to government as a whole and removing barriers as the result of divisions within city government and between the levels of government.
  • Guiding the city’s technology solutions to business and policy problems, improving technology management, and creating the overall vision of information resources.
  • Planning  and maintaining financial and resource allocations(s) to keep up the pace with the Mayor’s Transformation Plan.
  • Being a sponsor and architect for change.
  • Providing accountability to city officials and Information Technology industry for the success of agency mission-critical, city-wide or enterprise projects.
  • Developing revenue generation and Information Technology resource consolidation opportunities.



The CTO is also responsible for creating and sustaining a culture of performance in the following areas:

  • Architecture: the defined structure of orderly arrangement of information systems and telecommunications systems, based on accepted industry standards and guidelines for maximizing the interconnection and efficiency of such systems and the ability of users to share information resources.
  • Information Systems: the combination of data processing hardware and software and information technology services in the collection, processing and distribution of data to and from the interactive computer-based systems to meet informational, communication, emergency response, citizen access, and financial transaction or monitoring systems.
  • Agency: each department, board, council, commission, institution or other organization receiving allocation, appropriation, operating, or capital funding from resources allocated by and for the District of Columbia. 
  • Enterprise: a grouping of city agencies or major functions that can achieve significant economies of scale in the use of in Information Technology to carry out solutions to common business problems that are similar in one, some or all of the following activity(s):
    • establishment of a common approach for organizing and managing specific sets of dates or transactions;
    • a specific standards-based profile for communication of data, images or information; providing a “pilot” environment to test contemporary information technologies and better approaches to application development, the results being employed by more than “pilot” agency or function; incorporating multiple funding resources and business requirements definitions; 
    • leveraging existing investment in technical or personnel resources to improve organization and management.
  • Telecommunications Systems: telecommunications services, telephone equipment and transmission facilities, either alone or in combination with information systems, for the electronic distribution of all forms of information, including voice, data, and images.
  • Government’s Information Infrastructure: all government information transmission media (twisted pairs cabling, coaxial cabling, fiber optic, and wireless). This includes, but is not limited to, the Buildings Horizontal Communications (voice, data, video, imaging) Cabling Links beginning at the RJ-45 wall plate in the work space and/or data center and terminates, and including the voice and data patch panels, LAN concentrators, and Routers in the wiring.  



  • Minimum Bachelors Degree in public administraiton, technology, public affairs or a closely related field.
  • At least 8 years experience in a leadership / management role in the field of technology.
  • Documented experience managing an agency / program with significant budget and staffing footprint.
  • At least five (5) years experience managing at a senior level in the field of technology, information or a closely related field.
  • Demonstrated knowledge and expertise in the field of technology, including information security, cybersecurity, technology infrastructure and automation systems. 



There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
