SALARY:  Excepted Service Grade 9 ($119,890 to $149,763)

 

DOMICILE REQUIREMENT:

District law requires that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.

 

INTRODUCTION:

The Mayor's Office of Community Relations and Services (MOCRS) enacts resolutions to issues facing residents efficiently and proactively, through collaborative partnerships with District of Columbia Government agencies, offices or elected officials and a relentless commitment to the betterment of our community.  The Director of the Mayor's Office of Community Relations and Services (MOCRS) is an appointed member of the Bowser Administration, and serves as a member of the Mayor's Cabinet.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Plans, organizes and designs the administrative structure for the Office of Community Relations and Services. Prepares or directs the preparation of work schedules for the total program; determines staffing requirements; identifies existing and proposed funding sources and allocates staff within respective budgetary limits; assists in the preparation of the budget; and assists in overall planning and evaluation of the program.
  • Directs the work of the technical and support staff. Provides technical and administrative direction to the staff, employees on loan from various agencies and voluntary private citizen representatives.
  • Maintains liaison with and coordinates activities with other departments and agencies as necessary to accomplish office objectives.
  • Is responsible for the development and implementation of a District-wide community outreach program. In this capacity, serves as a liaison between the District government and private sector groups such as civic organizations and ANC's to develop the structure for a city-wide citizen outreach program.
  • Responsible for organizing D.C. residents and neighborhood business representatives into citizen involvement groups for the expressed purpose of participating in programs and other activities under the auspices of the District government which are designed to enhance the quality of life at the neighborhood level.
  • Develops the framework and guidelines to enable citizen participation in such activities and monitors the implementation of approved plans.
  • Acts as a focal point for citizen contact by providing for information referrals on agency activity development projects to citizen groups and other concerned individuals.
  • Responsible for the development, implementation and management of community involvement programs that encompass comprehensive public relations, resident/citizen organization and agency Affairs program initiatives.
  • Develops projects and activities for the participation of District residents with the Mayor and/or cabinet officials involved in service delivery.
  • Provides technical assistance to groups engaged in activities that will build their capacity to effectively develop and implement community service programs at the neighborhood level.
  • Ensures that timely responses are made to citizen complaints and inquiries via spot-checking and/or field trips.
  • Maintains close contacts with Agency Heads and Administrators to ensure that programs are implemented in a manner consistent with commitments made by the Mayor, the City Council, the Federal Government and the U.S. Congress.
  • Provides feedback on the results of policy implementation in the communities to measure progress and/or recommend additional initiatives.
  • Monitors the participation of community groups in the review and evaluation of District programs.
  • Represents the Mayor at community meetings, neighborhood gatherings, Boards and Commissions and other meetings, as appropriate.
  • Maintains close working relationships with resident and commercial development councils, housing commissions and citizen participation advocates, which serve the District of Columbia.
  • Performs other related duties as assigned.

 

REQUIREMENTS AND RELEVANT EXPERIENCE

  • A minimum of five (5) years management /supervisory experience.
  • Strong background in public policy, community organizing, and constituent engagement.
  • Demonstrated knowledge of the constituent, programs and services provide by and for residents of the District of Columbia.
  • Demonstrated organizational and strategic leadership.
  • Strong and demonstrated knowledge of the District's government and private sector groups such as civic organizations and ANC's with direct connections/engagement to each.
  • Knowledge and understanding of the District's residents and neighborhood business representatives with demonstrated past experience in linking citizen involvement groups to the District government.
  • Ability to communicate well, both orally and in writing, to a variety of audiences, including local, state, regional, and federal agency officials; technical staff; and organizations and individuals regarding community relations efforts.
