SALARY:  Executive Service DX4, ($129,586 to $194,075)


There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.



Office of Planning's mission is to guide development of the District of Columbia, including the preservation and revitalization of our distinctive neighborhoods, by informing decisions, advancing strategic goals, encouraging the highest quality outcomes, and engaging all communities.  The District of Columbia Office of Planning (OP) performs planning for neighborhoods, corridors, districts, historic preservation, public facilities, parks and open spaces, and individual sites. In addition, OP engages in urban design, land use, and historic preservation review. OP also conducts historic resources research and community visioning, and manages, analyzes, maps, and disseminates spatial and US Census data.  To learn more about OP, please visit here:



Under the Director of the Deputy Mayor for Planning and Economic Development, the incumbent serves as the Director Planning with the responsibility of coordinating planning and developing objectives and goals for the District of Columbia Government.  The duties of the Director of Planning include, but are not limited to the following functions:

  • Determines annual and multi-year economic, social and physical development of the District.  
  • Analyses and coordinates government plans, polices and programs affecting the District.
  • Initiates new plans places and programs to meet th needs of the District. 
  • Provides advise, guidance and support in the formulation of plans, polices and programs. 
  • Develops and proposes long-range goals, plans and polices for the District’s of Columbia as a whole, including evaluating plans, and objectives developed by Federal, regional and local government.
  • Provide a system for the participation of residents of the District in municipal planning activities through workshops, forums, hearing, meetings, advisory committee and other means.
  • Prepares and implements the District elements of the Comprehensive Plan for the National Capital Area, establishes procedures for citizen participation, establishes procedures for appropriate meaningful consultation with any state or local government or planning agency.
  • Provides for the development and implementation of Zoning and land use planning, polices and procedures.



  • Minimum Maser's Degree in planning, public administration, public policy, business or a closely related field.
  • Four (4) to seven (7) years executive level management at the senior level.
  • Knowledge and experience in managing and developing large complicated budgets.
  • At least four (4) years years in managerial and supervisory capacity, which includes the responsibility for fund and budget administration, program planning, implementation and administration.
