This is an Excepted Service position. Selected candidate must be a District resident or establish residency within 180 days of hire.

The Mayor's Office on Volunteerism and Partnerships (Serve DC) has the mission to strengthen and promote the District of Columbia’s spirit of service through partnerships, national service, and volunteerism. As the DC Commission for National and Community Service, Serve DC manages a portfolio of AmeriCorps programs in the District. Serve DC supports communities across the District through multiple sources of funding, including federal grant funds from the Corporation for National and Community Service (CNCS).

The Donations Manager is responsible for managing donations and other partnerships with outside entities, making recommendations for actions, operations and strategies to accomplish goals set forth by leadership that amplify civic engagement, philanthropic support, ethical practices and public-private partnerships. The work supports Serve DC in advancing the Mayor’s strategic plan and ensuring that residents are connected to meaningful volunteer opportunities through collaboration among community- and faith-based organizations, the private sector, and local and federal government.
 

Major duties

  • Manage the day-to-day functions and operations of the District’s private donation policies and procedures.
  • Provide technical assistance to District officials to guide them through the donation solicitation, acceptance, and reporting.
  • Develop, coordinate, and execute quarterly training programs for District officials.
  • Cultivate and maintain relationships with agencies, individuals, associations, corporations, non-profits, and foundations to champion shared prosperity.
  • Stay abreast of partnership liaisons across District government for collaboration, of donation coordinating and tracking, and sponsorships for District-wide events.
  • Support the Serve DC leadership with prospecting, cultivating, and stewarding donors and supporters of Mayoral public policy priorities and initiatives.
  • Research opportunities to expand revenue generating and fundraising activities to support new and existing programs and interface with potential donors and partners.
  • Activate, promote and manage policies and procedures for administering the District’s online crowdfunding platform: The Mayor’s Fund to Advance DC.
  • Plan and support events and initiatives that amplify multi-sector partnerships, engage and deploy volunteers, and drive collaboration between government, nonprofits, and philanthropy to support Mayoral priorities.
  • Administer Serve DC’s donation request database.
  • Prepare and disseminate monthly, quarterly, and annual reports highlighting donations and partnerships for both internal and external audiences.
  • Create standard operating procedures and practices for donations and respond within a timely manner to all inquiries about the District’s donation policies and procedures.
  • Coordinate with the Mayor’s Office of Legal Counsel, BEGA. and the Office of the Chief Financial Officer (OCFO) to develop a comprehensive training program to educate District employees on ethical, legal, and fiscal procedures for administering and applying for donations.
  • Maintain files of all donation agreements for audits, reports, and FOIA purposes.
  • Represent Serve DC at community events and meetings with individuals, community-based organizations and potential and current project partners, working evenings and weekends as needed.
  • Perform other duties as assigned.
 

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Thorough knowledge of the mission, goals, objectives, policies, procedures, and regulations of Serve DC.
  • Experience with public sector compliance and relevant legal practices.
  • Excellence in organizational management with the ability to develop systems, internal and external training, coach staff, manage projects, and achieve strategic objectives.
  • Experience preparing and presenting instructional materials for traditional classroom and virtual training sessions.
  • Excellent presentation skills, customer service, and written communication skills.
  • Ability to work effectively in collaboration with multiple units and teams.
  • Ability to work well under pressure, with simultaneous attention to multiple tasks, to meet tough deadlines in a fast-paced, demanding environment.
  • Ability to communicate both orally and in writing, and to utilize a high degree of tact, diplomacy, and persuasion in accomplishing the goals of the office.
  • Ability to handle sensitive and confidential information with discretion and integrity, maintaining strict adherence to information security policies and protocols.
  • Proficiency with Microsoft Office suite, Quickbase, and social media tools.
  • Knowledge of non-government and/or government competitive grant application, evaluation, and management processes is preferred.
 

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree is preferred or a minimum of 6 years of professional experience in fundraising, marketing, program management, grants management, training, or related field. 
 

Work environment

The work is performed primarily in-person in an office setting. Time in the field is frequently required for related events.
