This position is located within the Mayor’s Office of the Deaf, Deaf Blind, and Hard of Hearing (MODDHH). The mission of the MODDHH is to address the important concerns of Deaf, DeafBlind, Deaf Disabled, Hard of Hearing, and Late Deafened (D/DB/DD/HH/LD) residents through addressing a broad range of social and economic needs via strategic management of public and private partnerships, expertise on policy, community relations, civic engagement, building a cohesive community across all eight wards, and providing resources for marginalized D/DB/DD/HH/LD populations.The incumbent will lead policy and procedural efforts for MODDHH, serve as primary MODDHH point of contact and coordinator for District government collaborations, and serve as a liaison to the Advisory Committee to the Office of Deaf, DeafBlind, and Hard of Hearing. The incumbent is responsible for identifying current or impending issues/barriers impacting MODDHH constituents, conducting social assessment and public policy research to create and evaluate solutions, assessing the implemented policy initiatives and/or District agency procedures to continue policy & procedural recommendations and updates for the MODDHH. Additionally, as part of the MODDHH Community Engagement Team the incumbent is responsible for developing and conducting agency trainings on the District’s procedural compliance with communications accessibility requirements. Leading the compliance efforts of MODDHH, the incumbent is responsible for maintaining the office’s Annual Performance Plan, the MODDHH Annual Reports, and overseeing the District-Wide Communications Accessibility Compliance Evaluations for District Government agencies (including independent agencies and District Council).
Major duties
- Identify, research, and make recommendations for policies and procedures impacting Deaf, DeafBlind, Deaf Disabled, Hard-of-Hearing, and Late Deafened DC residents.
- Evaluate and develop written reports on outcomes of implemented policies and procedures
- Plan, develop, and coordinate policies and District agency procedures that help reach the targeted goals.
- Review programs, procedures, and policies to determine if they are operating within the scope and description of their goals and objectives.
- Identify data required for use in developing and evaluating policies and procedures.
- Provide expertise to support executive decision-making processes.
- Identify best practices and other objective criteria to evaluate the issues.
- Assess the political and community environment, as well as potential impact, risks, benefits, strengths and weaknesses associated with proposals or courses of action
- Make recommendations that are well-defined, coordinated, and include the use of multidisciplinary approaches sufficient to meet the established and anticipated needs of decision makers.
- Manage the development, implementation, and update of regulations, guidelines, and policies for MODDHH to set the procedures for public-private partnership project screening, selection, procurement, and monitoring.
- Develop, review, and oversee the preparation of responses, position papers, briefing papers, Mayor’s Orders, Administrative Issuance, testimonies, and statistical reports for MODDHH.
- Formulate and interpret policy for dealing with assignments; develop and install systems and procedures which track work assignments and utilize staff in an efficient and effective manner; provide thorough and timely responses to policy issues, problems, and complaints through proper tracking and control of workflow; and adjust resource allocations as necessary.
- Attend meetings applicable with MODDHH leadership as requested.
- Serve as an alternative liaison to MODDHH leadership for DC government agencies, councils, task forces, initiatives, and commissions.

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of and understanding of the nature of District government policies and programs and the interrelationships among such policies and programs.
- Knowledge of and skill in problem solving, negotiation strategies, and project management.
- Excellent analytical skills in evaluating the effectiveness of administrative services, and in recommending the development or revision of policies, practices, and procedures.
- Extensive knowledge of a wide range of qualitative and quantitative methods for assessment and improvement of policy or program effectiveness or improvement of complex governmental processes and systems.
- Analytical ability to assess and evaluate policies, programs and issues for decision-making and identify potential and existing problem areas.
- Mastery of and skill in problem-solving, negotiation strategies, and project management.
- Excellent skill in signing ASL/presentations and written English communication to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation, including the preparation of presentation of reports, proposals, etc., and to articulate instructions and directives.
- Excellent interpersonal skills to communicate effectively with others.
MINIMUM QUALIFICATIONS
- Bachelor’s degree from an accredited four year-college or university in public policy/administration, nonprofit management, international relations, or related field plus a minimum of two (2) years of policy experience; OR an equivalent combination of education and/or experience which exhibits the ability to perform satisfactorily in the position.
Supervisory controls
The incumbent performs work under the general administrative direction of the Deputy Director of MODDHH. The incumbent is expected to manage all aspects of this process under the Deputy Director’s supervision who provides administrative direction with assignments in terms of broadly defined missions or functions.Guidelines
Guidelines of the position include District laws and federal statues applicable to the District of Columbia, specifically the Public-Private Partnerships Act of 2014, laws and regulations of the District government, Mayor's Orders and instructions, policy priorities of the Mayor governing a broad range of programs and issues, public-private partnership guidelines, and the internal policies of the Office. Incumbent uses sound judgment and ingenuity in interpreting, adapting, and applying the guidelines, and exercises ingenuity when deviating from the established programs and policies.Work environment
The work is performed primarily in-person in an office setting. Times in the field are required when there is a related event.SPECIAL NOTE - SECURITY SENSITIVE
This position is deemed security sensitive. The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
RESIDENCY REQUIREMENT
There is a legal requirement that each new appointee to the Excepted Service either:- be a District of Columbia resident at the time of appointment; or
- become a District resident within one hundred eighty (180) days of appointment.
The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
