BACKGROUND
This position is located in the Mayor’s Office on Volunteerism (ServeDC), which is the District of Columbia Government agency dedicated to promoting service as an innovative, sustainable solution to pressing social challenges. Serve DC engages District communities by building partnerships and organizational capacity, leading local and national volunteer and service initiatives, and providing and promoting meaningful service opportunities. Serve DC supports communities across the District through federal grant funds from the Corporation for National and Community Service(CNCS) and the US Department of Homeland Security (DHS).The National Service Officer is responsible for managing and convene National Service programs and initiatives for the District that are funded by the corporation for National and Community Services. The work involves overseeing and supervising the staff assigned to the office; developing and implementing strategies to engage persons and organizations in national service; and conducting on-going advocacy for participants in national service programs.
MAJOR DUTIES
- Serves on the senior staff leadership team to works closely with the Executive Director, and Commissioners to guide Serve DC’s strategic planning to include the creation and support of the Agency Performance Plan and District of Columbia State Service Plan. Interfaces with senior staff leadership to ensure cross-collaboration of agency programs and initiatives in efforts such as the DC State Service Plan.
- Supports Serve DC’s effort to: promote and implement strategies for engaging persons with disabilities in National Service programs, through the development of an annual Disability Inclusion Plan; and build the capacity of National Service programs through the development of an annual Program Development and Training Plan.
- Works with Serve DC staff to ensure compliance with the Corporation for National and Community Service State Administrative Standards, Federal/local grants administration regulations and provisions, grant objectives and goals, and agency performance plans.
- Supervises staff and activities of the National Service Program, overseeing the day-to-day work assignments of the program. Provides final approval or resolves problems arising over leave usage of subordinate staff.
- Manages work assignments, identifies developmental and training needs, evaluates work performance, maintains ongoing professional develop planning, and creates clear learning objectives for orientation sessions and evaluation efforts for Serve DC staff.
- Leads and advises Serve DC in grant-making duties of outreach, assessment, grants administration, and compliance for National Service programs including AmeriCorps State, Learn and Serve America, Disability Inclusion, Commission Administration, Program Development and Training, and other agency grants, as needed.
- Oversees the Serve DC application proposal development and reporting for National Service federal grants and support of budget development.
- Monitors sub-grantees for fiscal and programmatic compliance through monitoring site visits, audits, and review of progress reports as needed to support other program staff.
- Supports Serve DC’s efforts to promote National Service cross-collaboration, identify programmatic service priority areas, develop agency service goals and objectives, and conduct strategic planning through the development and updating of a State Service Plan.
- Communicates with National Service, volunteer programs, and the community-at- large to promote best practices and service as a solution to community problems.
- Oversees the maintenance of a financial management system for National Service programs including policies and procedures that are compliant with Federal and local regulations and provisions.
- Participates in the development, negotiation and oversight of program contracts, MOUs, partnership letters, and other agreements.
- Ensures compliance with program goals and objectives to include conducting member orientation, updating related policies and procedures, and ensure appropriate training and oversight of members is taking place.
- Ensures compliance with record keeping and reporting requirements of Commission and programs including maintaining online reporting systems for grants such as America Learns and OnCorps.
- Reviews, critiques and make reimbursement recommendations regarding grantee requests for funds ensuring that payments are executed according to State and Federal guidelines.
- Performs other related duties as assigned.
COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES
- Expert knowledge of National Service (AmeriCorps, Learn and Serve America, Senior Corps, Program Development and Training, Disability Inclusion, and Commission Administration) policy issues and national service initiatives in and around the District of Columbia.
- Expert knowledge of legislation, regulations, and provisions of Federal and District law relating to National Service and Volunteerism and the Americans with Disabilities Act of 1990.
- Expert knowledge of and skill in the application of analytical and evaluative theories, concepts, procedures, methods, standards and practices to the interpretation of policy, the assessment of program effectiveness and efficiency of operation; and to devise plans and strategies to met existing and future service requirements.
- Excellent oral and written communication skills to formulate and present reports, analyze data, explain and interpret information, make presentation, and recommend solutions to existing problems.
- Demonstrated skills and experience in providing leadership in a supervisory capacity.
Advanced skills in writing, oral presentation, computer literacy (Microsoft Word, Excel, and PowerPoint).
WORK ENVIRONMENT
The work is performed primarily in-person in an office setting. Time in the field is frequently required for related events.SPECIAL NOTE - SECURITY SENSITIVE

- become a District resident within one hundred eighty (180) days of appointment.
