This position is located in the Office of the Deputy Mayor for Planning and Economic Development and serves at the pleasure of the Deputy Mayor under the direction of the Chief of Staff. The Office of the Deputy Mayor for Planning and Economic Development (DMPED) assists the Mayor in the coordination, planning, supervision, and execution of economic development efforts in the District of Columbia with the goal of creating and preserving affordable housing, creating jobs, and increasing tax revenue. DMPED pursues policies and programs that create strong neighborhoods, expand and diversify the local economy, and provide residents with pathways to the middle class.Incumbent is responsible for designing and implementing a comprehensive strategy for business attraction, retention, and expansion in the District's priority industry sectors that promotes inclusive economic growth. Incumbent is responsible for overseeing critical programs aimed at achieving the goals outlined in the District's Comeback Plan and works closely with agency leadership to reposition Downtown DC as a vibrant and thriving hub and is responsible for coordination with the Washington DC Economic Partnership and other government instrumentalities to advance the District's economic development and business development goals.
Major duties
Incumbent serves in the Downtown Innovation Unit. Contributing to and leading efforts to develop and implement strategic initiatives that support the DC Comeback Plan, the Downtown Action Plan, the Public Realm Plan, and other projects and/or programs supporting Downtown revitalization. The work involves coordinating projects, fostering partnerships, and implementing strategies that promote business development, increase housing production, diversify the mix of uses, and plan for new neighborhoods.- Project Leadership: Manages public infrastructure projects from conception to completion ensuring projects are completed on time, within budget, and meets desired outcomes.
- Program Development: Develops sources of information, identify policy matters, coordinate and/or perform in-depth analyses of critical issues, analyzes the consequences of adopting various proposals and policies, and forecast developments potentially affecting programs and activities.
- Monitoring and Reporting: Tracks the progress and impact of programs and prepares regular reports for internal and external stakeholders to communicate the outcomes and adjustments needed. Develop options and alternatives, coordinate findings and recommendations.
- Interagency Collaboration: Incumbent works closely with other departments, agencies and stakeholders to ensure alignment of efforts. Maintains relationships with counterparts in other District agencies and affiliate organizations, such as the Deputy Mayor for Public Safety and Justice, Department of Transportation, Department of Buildings, Department of Licensing and Consumer Protection, Washington DC Economic Partnership, National Capitol Planning Commission, National Park Service, Downtown DC Business Improvement District (BID) and the Golden Triangle BID.
- Stakeholder Engagement: Communicates and engages with a broad set of stakeholders (large and small businesses, retailers, property owners, residents, institutions, other) for multiple reasons, such as communicating DMPED's priorities, policies and plans, to receive feedback and input into how to improve the direction for Downtown, to retain and attract businesses, and/or to develop new policies or incentives.
- Manage the implementation of the Downtown Action Plan and project manage discrete elements.
- Serve as the convener and project manager for District agencies and affiliate organizations playing a role in the implementation of the Downtown Action Plan.
- Serve as a senior project manager for public infrastructure projects, studies or investments, such as the Pennsylvania Avenue study by NCPC, projects identified in the Public Realm Plan, as well as projects identified by the Mayor's Gallery Place/Chinatown Task Force.
- Track and analyze performance and/or economic metrics to find trends pointing to success and those off-track for needed revisions of policies, regulations and programs.
- Plans, assigns, and evaluates work for subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions.
- Performs other related duties as assigned.
- Mastery knowledge of economic development planning concepts, methods, computer modeling techniques, information systems, business concepts, finance, and real estate in order to manage the development planning activities throughout the city.
- Superior ability to provide strategic leadership and management to ensure DMPED's vision is not lost in the daily operations of the agency. Extensive experience with researching, analyzing, interpreting or applying economic development theories, regulations, policies or procedures for directing strategic planning and programmatic activities the stimulate economic growth.
- Superior written and oral communication techniques and skills both orally to communicate with top management officials, representatives of other agencies, federal government and private sector officials; to represent the Deputy Mayor in specific matters; and to prepare a variety of documents, such as reports, position papers, etc. Demonstrated skill in exercising tact, discretion and skill in dealing with people at various levels and job categories.
- Demonstrated organizational and strategic leadership to advise the Director, Chief of Staff, Deputy Mayor and manage a team.
SUPERVISORY CONTROLS
The incumbent works under the general direction and administrative guidance of the Deputy Mayor, who defines overall objectives to be achieved and relies upon the incumbent's expertise. Incumbent demonstrates initiative, creativity, and sound judgment in planning, developing, and implementing short- and long-range objectives. Incumbent informs the supervisor of potentially challenging findings, issues, or problems with widespread impact. Completed work is reviewed for conformance to established policies and procedures, feasibility, compatibility with the organizational goals, guidelines. or effectiveness in achieving intended objectives.
GUIDELINES
Guidelines are broadly stated and non-specific, (e.g., broad policy statements and basic legislation) that require extensive interpretation. Guidelines consist of pertinent District government and Federal laws and regulations. Incumbent applies judgment and ingenuity in interpreting the intent of the guides that exist and in developing applications to specific areas of work. Frequently, the incumbent is recognized as a technical authority in the development and interpretation of guidelines.WORK ENVIRONMENT
